Estimator

KEY RESPONSIBILITIES

Develop and maintain detailed cost estimates and unit estimates for assigned project(s) and/or program(s) throughout its/their lifecycle.  This includes:

  • Scope takeoff

  • Estimate labor, materials, contract, indirect, and allowances

  • Maintain (and reconcile) various versions of cost estimates and proposed spending plans, according to project scopes, risks/changes, and milestones (e.g. operating dates), jurisdiction splits, asset types, cost elements/drivers, and funding sources.

All cost estimates must be properly classified, prepared, and communicated clearly based on the level of scope definition (e.g. project maturity), intended end usage, methodology followed, expected accuracy, and level of effort required.

Participate in the department's rigorous review process to ensure cost estimates are accurate, contains all scopes and required information, and is structured and presented in a manner that meets project and/or program requirements (e.g. work breakdown structure, jurisdictional splits, and cost elements/drivers) and their intended use, and is understandable to various stakeholders.

Prepare or document the Basis of Estimate (BOE), methodology used, and estimate details consistent to acceptable department standards and project/program requirements. All estimates/BOEs must be complete and comply with applicable guidelines and industry best practices.

Perform routine or ad‐hoc research, updates, and data gathering/analysis in areas of cost estimating (e.g. unit pricing, market trends, economic feasibility study).

Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and mitigate potential risks to assigned projects and/or programs.

Involve and support change control, contract negotiation/claim management. Support the implementation, analysis, and reporting of performance using industry metrics (e.g., earned value management.)

Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact.)

Prepare project controls data request responses and work papers in supporting corporate/OU governance
(e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings.

Assess customer needs and determine the recommended approaches to resolve matters of significance. Apply knowledge following prescribed procedures or determining which procedures to follow. Determine whether specified standards have been satisfied.

Education

A combination of education, training, and experience, generally equivalent to those typically possessed by a 4‐year college graduate (from an accredited institution in an applicable profession, business, or engineering/technical discipline).

Work Experiences

  • Typically possesses 4+ years of experience in cost estimating and capital projects/construction, or equivalent experience

  • Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience desirable

  • Demonstrated ability or knowledge in contract negotiation/management, handling/reviewing claims, and processing/managing change orders

  • Demonstrated knowledge, ability, and experience with Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions applications

  • Demonstrated experience with Project Controls and Cost estimation software
